The architecture of the building is designed in the style of neoclassicism. This house is a integral architectural ensemble together with the house of the M. Maximovich Scientific Library of Kyiv National Taras Shevchenko University. Since 1989, Branch No. 1 of the Library has been located in this building. 
The main building of the Library of Ukraine named after Vernadsky was built in 1989 on a 3 hectare site designed by architects "Kyivproject" V. Gopkal, V. Grechina and 
V. Peskovsky. The vertical part of the structure (book storage) has 27 floors, in the horizontal part of the library are located reading rooms and office space.
Behind the decoration it is worth going to the library lobby, where a large wall opposite the entrance is painted with a panel called "The Pain of the Earth". Its authors, artists Vladimir Pasivenko and Vladimir Pryadka, painted a monumental and symbolic picture that science should protect all life. In the panel, they used the technique of encaustics, when the paints are diluted in hot wax and immediately painted with them. And when the wax solidifies, the image turns out bright, volumetric, playing with light and shadows.
